Definition

A component that routes, orders, ranks, filters, or drops the cases, inputs, or evidence a consequential decision is made on, without making the decision itself. Triage classifiers, retrieval filters, priority routers, and model routers that pick which delegate decides are all shaping hops.

It matters because each call looks like plumbing, so none is granted, while together they decide whose case waits, which evidence the decider never sees, and which applicant reaches a person. STD-09 §1.5 enumerates shaping hops in the delegation chain and assesses their consequence in aggregate. STD-09 §1.6 treats a hop that selects the delegate at run time as a delegation over its whole range, so every delegate it can choose is granted and each decision record names the one that decided.
