Definition

The recognized capacity of an error-bearing party to initiate correction: to raise a challenge that must be received, answered by a named responder, judged against a stated standard, and able to change the system's state. Standing is proportional to exposure and carries procedural force rather than veto.

It matters because contestability without standing is a suggestion box. Standing is what converts the experience of harm into an event the governing system has to process, and it is operationalized by a standing mechanism.
