Definition
A versioned statement of the propositions a delegation rests on: what the model does, who the population is, what the downstream process catches, and when each claim expires. Grants cite policy records rather than restating their assumptions, which is what policy as state requires.
It matters because assumptions decay silently when they are held as launch documents. Held as a record with a version and an expiry, a policy can raise a review trigger and move a grant state when the world changes. That propagation is the mechanism behind a revisable delegation: the delegation narrows because a proposition it rested on lapsed.
