Case ownership continuity

Definition

Cases do not become orphaned across handoffs; ownership persists through vacations, organizational changes, or vendor transfers. Case ownership continuity strengthens traceable ownership for challenged decisions.

Tests that show it is in place

  • Cases never enter a “no owner” state, and ownership transitions are logged and visible.
  • Handoff procedures assign a new owner with backup coverage before the previous owner exits.
