Tier 0 to Tier 2 minimum
Start with Tier 0 for baseline proof, then scale to Tier 2 for resilience.
- Tier 0 (minimum): Proof the test battery and safety case are recorded. Safety case summary, threshold dashboard, receipt payloads.
- Tier 1 (operational): Proof the controls are used with real people. Halt drill receipts, remedy ledger entries, disclosure packets.
- Tier 2 (resilient): Proof the controls hold during incidents. Incident memos, regulator-ready exports, remedy verification logs.
