Anti-weaponization constraints

Four constraints, AW-01 to AW-04, that stop the standards from being used to deny care, reduce access, or raise burdens, with the evidence an audit asks for.

Constraints

Referenceable IDs

Cite these IDs in policy, procurement, and audits as you would cite a clause.

Weaponization is using a standard's own measures, records, or procedures to deny care, cut access, or raise the burden on the people the standard was written to protect. Each constraint below closes one route to it.

  1. AW-01 — Burden metrics imply duty to reduce burden
If a system measures burden, it MUST allocate time, staffing, or tooling to reduce it within a period the operator publishes in advance.
  2. AW-02 — Non-regression of appeal paths
Teams MUST NOT remove or degrade appeal paths without a published replacement and review window.
  3. AW-03 — No silent downgrades
Access or eligibility downgrades require receipts and remedy clocks even when triggered by model updates.
  4. AW-04 — Assistance duty on high-burden flows
When burden ratios exceed targets, organizations MUST offer assisted channels (human support or concierge).

Evidence requirements

Evidence for AW-01 through AW-04

What an audit, a release gate, or a diagnostic asks to see for each constraint.

  • AW-01 — Burden metrics and a remediation staffing plan approved for the published period.
  • AW-02 — Appeal path regression tests and a published replacement window for any change.
  • AW-03 — Receipts and clock compliance report for downgrades triggered by automation or policy.
  • AW-04 — Assisted channel response deadline, staffing roster, and handoff logs for high-burden flows.

Attach these to STD-01 evidence packs and STD-02 evidence packs.

Bindings

Procurement and release gates

Procurement clause

Procurement clause (AW-01–AW-04)
Supplier SHALL provide evidence that anti-weaponization clauses AW-01 through AW-04
are enforced, with quarterly reporting and remediation commitments.

Release gate checklist

Release gate checklist (AW-01–AW-04)
[ ] Burden metrics include remediation staffing plan.
[ ] Appeal paths tested for non-regression + replacement notice.
[ ] Downgrades emit receipts with clocks (ack/review/remedy).
[ ] Assisted channel or human escalation available for high-burden flows.
